The cookies and ePrivacy Directive was passed in 2002 and amended in 2009 by the EU. According to the directive –

Installation
This section describes how to install the plugin and get it working.
Upload the gdpr-cookie-consent folder to the /wp-content/plugins/ directory

Cookie consent is just one aspect of GDPR. Installing the plugin does not guarantee compliance. You’ll still need to implement other aspects of the GDPR regulation.
Will I have to add all the cookies manually?
